Randeep Sarai, the new secretary of state for international development, says he wants to take a more efficient and more visible approach to development and humanitarian spending. He says both Canadians and people receiving aid abroad need to see where Ottawa's aid money goes, to defend Ottawa's decision not to cut back aid as the United States has done.
