Quebecers can wait years to get into co-op housing. So why isn't there more?

Most of Canada's co-op housing units were developed two generations ago, and the few who live in them love how affordable they are. While different levels of government have scaled up funding for this type of housing in recent years, experts say there are hurdles to building new units.
