Police have laid murder charges against a man accused of driving an SUV into a crowd attending a Filipino cultural festival this weekend. Kai-Ji Adam Lo was charged Sunday with eight counts, according to court documents online. Police have said 11 victims died in the car attack and dozens more were injured.
